Statement on Corruption in the Hydrocarbon Sector in Cameroon.

Fellow Cameroonians,
It is in total stupefaction that I have decided to address you today.
The hydrocarbons sector, which should be a driving force for our nation’s development, is now plagued by corruption, nepotism, and the hijacking of public wealth by a privileged few Recent revelations about the Glencore scandal along with the opaque creation of CSTAR (involving SNH, TRADEX S.A, and the Ariana/RCG consortium), confirm the predatory mismanagement of our resources, at the expense of the Cameroonian people. Regarding Glencore, SNH wants Cameroonians to believe that a powerful state-owned company like SNH cannot get proceedings commenced against corrupt individuals. Where is their internal audit on the scandal? The 70% discount sale to another oil trader Vitol, remains unexplained.

1. A Corrupt and Opaque System
– The Glencore scandal exposed how public officials sold our oil at discounted prices in exchange for bribes, depriving the state of billions of CFA francs.
– Today, with CSTAR, we are witnessing another scheme: the appointment of Mrs Nathalie Moudiki (wife of SNH’s CEO) to lead a strategically important, publicly funded project, with no transparency in selecting private partners.
Where are the open tenders? Who are the real beneficiaries behind Ariana/RCG? Why has no independent audit been made public?

2. Mismanagement That Impoverishes Cameroon
While ordinary citizens suffer from fuel shortages, price hikes, and power cuts, a corrupt political-business elite grows richer by diverting our resources.

– SNH, a 100% state-owned company, should serve the public interest, yet it operates as a slush fund for those close to power.
– TRADEX S.A., controlled by SNH, appears to be a tool for bypassing transparency rules.
– CSTAR, marketed as a national project, risks becoming another vehicle for embezzling public funds, just like Glencore.

3. Our Commitment: Transparency I will:
Launch an independent international audit of all oil contracts, including those of SNH, TRADEX, SONARA and CSTAR.

Publicly disclose all contracts and the real beneficiaries of energy projects.
Prosecute all officials involved in embezzlement, including those implicated in the Glencore scandal.

Implement transparent governance in SNH and all state-owned enterprises, with appointments based on merit, not connections.

The refinery in Limbe, six years after it was destroyed by fire, has yet to be rebuilt. Limbe has been denied its deep seaport, is it about to lose its refinery? Enough is enough.

The era of impunity is over! We must take back control of our resources and use them for education, healthcare, and infrastructure, not to enrich a handful of elites.

Together, we will break the system of corruption. Together, we will build a dignified and prosperous Cameroon.
Long live our beloved country, Cameroon.
