Citizen Accountability Statement on Governance Failures in Cameroon

This document outlines serious concerns regarding governance, public finance management and institutional integrity in Cameroon, under the long-standing administration of the ruling party.

1. Public Finance Transparency
Significant discrepancies between announced national budget figures and reported execution levels raise concerns regarding compliance with international standards on budget credibility, transparency and accountability.

2. Misappropriation of Public Resources
Persistent allegations of public funds misuse, combined with limited judicial follow-up, point to systemic weaknesses in anti-corruption enforcement and a culture of impunity incompatible with good governance principles.

3. Patronage and Institutional Capture
The institutionalization of patronage networks undermines merit-based public administration and violates principles of equal access to public service, as recognized in international governance frameworks.

4. Erosion of Checks and Balances
The weakening of parliamentary oversight, judicial independence and administrative neutrality reflects a broader pattern of institutional capture, limiting democratic accountability.

5. Democratic Deficit
Electoral processes and civic participation mechanisms have been repeatedly constrained, resulting in a democratic deficit and reduced public trust in state institutions.

6. Need for Structural Reforms and Accountability
The situation calls for:
• independent and transparent audits of public finances,
• strengthened judicial independence,
• effective prosecution of economic crimes,
• comprehensive institutional and governance reforms.

Conclusion

The popular vote of 12 October reflects widespread public dissatisfaction and a demand for accountability, transparency and political renewal. Sustainable stability in Cameroon depends on credible reforms aligned with international standards of democratic governance and the rule of law.

Le Cameroun est en faillite.

Un État capturé par des truands en costume-cravate, qui mentent au peuple sans honte. En 2025, ils nous annonçaient, avec arrogance, un budget de 7 000 milliards de FCFA. Mais en octobre, la vérité éclate : seulement 4 186 milliards ont été engagés. Où est passé le reste ? Dans les poches de qui ?

Ce régime a perdu toute crédibilité. Il gouverne par la manipulation des chiffres, l’opacité et le mépris du peuple. Pendant que les hôpitaux s’effondrent, que les jeunes fuient le pays et que les familles croulent sous la misère, une minorité pille les ressources nationales en toute impunité.

Le Cameroun ne souffre pas d’un manque d’argent, mais d’un excès de voleurs au sommet de l’État. Cette gouvernance est un échec total, moral, économique et politique.

Nous refusons de continuer ainsi. Nous exigeons un renouvellement complet de ce gouvernement, la fin de l’impunité et la restitution de l’État au peuple camerounais. Le pays mérite mieux que le mensonge institutionnalisé et le pillage organisé.
