OFFICE OF THE PRESIDENT OF THE HIGH COUNCIL OF THE CAMEROONIAN REVOLUTION (HCRC)

Decree No. 001/HCRC/25

– Considering the stolen victory of the People in the presidential election of October 12, 2025.

– Considering that the change so eagerly awaited by the majority of the Cameroonian people will never materialize through the ballot box due to irregularities in the electoral system.

– Considering the definitive suspension of negotiations with the dictatorial, violent, and neocolonial regime of Biya. Because the People elected us President of the Republic, not Prime Minister or Vice-President.

– Considering the fact that thousands of our sympathizers and supporters are still being illegally arrested throughout the country.

– Considering the uncertainties surrounding my current consular and diplomatic situation, which necessitate a strategic and constructive silence,

We hereby decree, with immediate effect:

– Article 1: Creation of the High Council of the Cameroonian Revolution (HCRC) to centralize and coordinate all efforts toward the definitive liberation of our people.

– Article 2: Establishment of National and Local Committees for the Power of the Cameroonian People (CNPPC and CLPPC) in all cities, towns, and neighborhoods of the country. The CLPPCs will be created and overseen by Cameroonians from the diaspora to protect the people through self-defense techniques, following the example of our Anglophone brothers who are doing so successfully.

– Article 3: Creation of the People’s Liberation Army of Cameroon (APLC) and appointment of General Mohamed UM NYOBE as Commander-in-Chief. He is tasked with mobilizing all current and future loyalist and volunteer soldiers for the effective liberation of Yaoundé.

– Article 4: Establishment of strict “Ghost Town” zones throughout the national territory every Monday and Tuesday. The following whistleblowers and media personalities – Nzui Manto, Paul Chouta, Boris Bertold, and Mimi Mefo – are now officially the spokespeople for our revolution. We urge them to work together for the effective implementation of these general “Ghost Town” days on Mondays and Tuesdays.

– Article 5: The Central and Southern regions are placed under a total embargo for failing to comply with the initial call for a general strike, while the other regions of the country will observe a partial embargo from Monday to Thursday every week. The National and Local Committees of People’s Power in Cameroon (CNPPC and CLPPC) will be responsible for the effective implementation of this action on the ground.

Furthermore, we implore the leaders of our Anglophone brothers to block the movement of people and goods between our two regions from Monday to Friday every week!

Homeland or death, we will prevail, and only struggle leads to liberation!
