Request for Facilitated Roundtable Dialogue on Peaceful Separation

I. EXECUTIVE SUMMARY
This submission respectfully calls upon the President of the United States, in partnership with the United Nations and relevant international stakeholders, to support and encourage a UN-facilitated roundtable dialogue between the people of Southern Cameroons (Ambazonia) and La République du Cameroun, to achieve a peaceful, negotiated separation and long-term coexistence as neighboring states.
This request is grounded in:
Established international law on self-determination,
Historical and legal facts concerning Southern Cameroons’ distinct political status,
The ongoing armed conflict and humanitarian deterioration, and
Global precedents where negotiated political separation prevented further bloodshed.
The initiative seeks to save lives, stabilize Central Africa, and replace militarization with dialogue, legality, and reason.
II. HISTORICAL AND LEGAL CONTEXT
2.1 Distinct Political Origins
Southern Cameroons and La République du Cameroun emerged from separate United Nations trusteeships, administered under different colonial authorities, legal traditions, and political cultures:
Southern Cameroons: British administration, Common Law, parliamentary governance
French Cameroun: French administration, Civil Law, centralized executive rule
These systems did not organically merge, and no lawful act of political union consistent with international standards was ever concluded.
2.2 The 1961 Plebiscite Limitation
The 1961 UN-organized plebiscite denied Southern Cameroons the option of full independence, forcing a choice between integration with Nigeria or La République du Cameroun. This omission created a permanent legitimacy deficit in….
