Cameroon: Why Private Universities Can’t Issue Degrees

​In Cameroon, the rules set by MINESUP are clear. Even the most modern private campus needs a “State Mentor.” Here are 5 reasons why institutions like ICT University strictly depend on the University of Buea:

​1. The “National Diploma” Rule
​In Cameroon, a degree is a sovereign document. It’s considered a National Diploma, and the State maintains a monopoly on awarding them. Private institutions are technically “Private Higher Education Institutions” (IPES), not full State Universities. Without UB’s signature, that piece of paper is just a certificate of attendance, not a legal degree recognized by the Civil Service.

​2. Academic Mentorship (Tutelle)
​Think of UB as the “Academic Guardian.” By law, every private school must be under the mentorship of a state university. This mentorship gives the private school the legal “backing” it needs to operate. As we saw in the UB rebuttal, without this formal agreement, there is no legal basis to award degrees.

​3. Quality Control & Syllabus Validation
​How do we know what’s being taught is actually up to standard? UB’s experts must examine and validate the syllabi of the private institution. This ensures that a Bachelor’s degree from a private college carries the same academic weight and “brain power” as one from a state university.

​4. Research Infrastructure & Faculty Strength
​Issuing advanced degrees (especially PhDs) requires massive libraries, high-tech labs, and a specific density of Professors. Most private universities are still growing in these areas. UB provides the oversight to ensure the research is valid. This is exactly why UB clarified that they do not recognize ICT University’s PhDs—because they didn’t oversee the quality!

​5. International Recognition & Job Security
​When you apply for a job or a Master’s program abroad, WES or foreign embassies look for the State Seal. A degree backed by the University of Buea is automatically recognized globally. Without the mentor’s validation, graduates might find their hard-earned qualifications rejected by employers or foreign universities.
