The technical and financial misconduct of Minister Emmanuel NGANOU DJOUMESSI of Public Works in the Yaoundé-Douala highway construction project has been known for years.
There is reason to be concerned about the analysis of the technical data and the quality of the materials used to construct this infrastructure.
However, for the expected results to be effective, instead of instructing the Governor of the Central Region to ban the circulation of large aircraft, it is a question, in the light of requisitioning all the study reports available at MINTP and control firms, of harmonizing the understanding of its content, identifying gray areas where applicable and providing all the desired insight, all things requiring the contribution of everyone.
I would now like to briefly remind you of the shortcomings in this Yaoundé-Douala highway alignment.
This highway, in its construction phase, does not comply with strict international construction requirements.
The current regulations were not respected, the geotechnical laboratory tests were flawed, and the soil was not stabilized to ensure water impermeability, which is the cancer of the road.
To demonstrate that the construction of this structure did not comply with strict requirements, a technical inspection mission must be established for this infrastructure, which should use the deflectograph truck parked at LABOGENIE to monitor its work.
It should be noted that the aggregates used for the surface course of this structure were of poor quality, as several geotechnical studies revealed.
To prove this point, the inspection mission must involve the Deflectograph Truck parked at LABOGENIE. This is a road monitoring vehicle used for the following applications: measuring the deflection basin of a roadway under the action of a heavy goods vehicle moving at a constant speed, and enabling the application of the various operating modes of the (IFSTTAR) French Institute of Science and Technology for Transport, Development and Networks method for measuring surface deformability.
This truck was purchased for 500 million CFA francs to monitor a road network and detect defective areas requiring reinforcement, for geotechnical monitoring of road construction sites, and for winter monitoring.
This is what we expect from a Minister surrounded by real engineers capable of helping him, rather than writing a letter to embarrass Cameroonian citizens. Exploit using the information of Mr. Conrad Dieudonné Bébé NDI, who is even free to help the Head of State and the Cameroonian Citizens by demonstrating to him the shortcomings, the bad faith characterized by Minister NGANOU DJOUMESSI Emmanuel and his technical team, who only lie at the highest level about the problem of road infrastructure in Cameroon.
