Bilateral Cooperation: Strengthening Ties Between Canada and Cameroon

On August 7, 2024, Immigration, Refugees and Citizenship Canada (IRCC) organized an information session on the introduction of Canadian visas at the High Commission of Canada in Cameroon. From this meeting, we learned that in 2023, 11,000 Cameroonians had recently arrived in Canada. This places the country in the top 10 countries from which new immigrants to this North American country originate.

It should be noted that being a permanent resident is a status granted to any person present on Canadian territory for an indefinite period without being a Canadian citizen. This status allows its holder to live, work or study anywhere in Canada; to apply for Canadian citizenship; to benefit from the protection of Canadian laws and the Canadian Charter of Rights and Freedoms. It should be noted that permanent resident status is generally granted to citizens of other countries, while some may be stateless persons.

The number given here at the beginning translates in a quantified manner the local popular thought that makes Canada the new “Eldorado” of Cameroonians. “Every Cameroonian is a Canadian who does not know it” is commonly argued. This generosity at the level of Canadian borders materializes the desire to “increase the number of the French-speaking population living in Canada”, explains a manager within the IRCC. Indeed, for the 2024 financial year, the Canadian government aims to increase to 6% the rate of presence of this population in the demography which currently stands at just over 40 million inhabitants.

Permanent residency programs for this country include Express Entry as a skilled worker; Sponsorship of a family member; Provincial nominees, skilled workers selected by Quebec; Atlantic Canada Immigration Program; Visa for business start-ups, self-employed workers, or for caregivers.

In addition to permanent residence, Canada also offers the possibility of staying on its lands as a tourist (temporarily), as a short-term worker or as a student. Let us indicate on this last aspect that for the next three years, the Canadian government will now impose a quota for student visas. This concerns undergraduate students (bachelor’s degree). Let us recall that concerning Cameroon since 1962, Canada is a bilingual country with French and English as official languages, with Ottawa as its capital.

In 2023, Canada welcomed 11,000 new Cameroonians, marking a significant moment in the bilateral relations between the two nations. This move is a reflection of the deepening cooperation and shared values that underpin the partnership between Canada and Cameroon.

The year 2023 was pivotal for the bilateral cooperation between Canada and Cameroon. It was not only about the movement of people but also about the strengthening of peace and economic ties. Canada played a crucial role in facilitating a peace process aimed at resolving the ongoing crisis in the North-West and South-West regions of Cameroon. This involvement underscores Canada’s commitment to promoting peace and security, supporting democracy, and advancing human rights.

Moreover, the launch of public consultations on the Canada-Africa Economic Cooperation Strategy (CA-ECS) by the Canadian government highlights the intention to create sustainable, inclusive, and long-term trade and economic partnerships. This strategy aligns with Canada’s overall export diversification strategy and is set to benefit both Africans and Canadians.

The bilateral mission of the Canada-Africa Parliamentary Association to Cameroon further solidifies the relationship, focusing on mutual interests and the well-being of both nations. The Canada Initiative, which offers an opportunity for the Cameroon peace process, is another testament to the collaborative efforts to bring about a resolution to the conflict.

The influx of Cameroonians into Canada is a testament to the mutual trust and cooperation that has been fostered over the years. It represents a blending of cultures, knowledge, and skills that enriches the social fabric of Canada while providing opportunities for Cameroonians to contribute to and benefit from Canadian society.

The bilateral cooperation between Canada and Cameroon is a shining example of international relations done right. It is a partnership built on mutual respect, shared goals, and a commitment to improving the lives of citizens in both countries. As we move forward, it is essential to continue nurturing these ties, exploring new avenues for collaboration, and ensuring that the bonds between Canada and Cameroon remain strong and fruitful for generations to come.
